Use .bash_profile. If you use .bashrc instead, it will cause all sorts of grief if the user opens any xterms. Of course, any knowledgable user can change their own .bash_profile, and bypass any defaults in /etc/profile. Change your default runlevel to 5. Not really sure how much that will buy you, though, since there's nothing to stop someone from entering CTRL-ALT-F1 and opening a virtual console there.
