yes, 

in KDE, 
1. define your location : 
* go into kde_startup -> preferences -> personalization -> country &
language
* define your country (Sweden)
* money, metric ... 
* add the language(s) you usually use

2. define the language you are using : 
* go into kde_startup -> system settings -> language 
* define your language

that's it. 
up to now, in order to write in the language you have chosen, 
they say one need to restart the session. 
personally, i did not find yet any other shortcut ...
