In this case you'd need to rpm -ivh the src RPM, modify the spec file, then rpmbuild -bb --target <your target> spec.file (correct me if I'm wrong)
I've setup a "build" server (everything install to ensure dependencies are present) and am rebuilding all RPMS (which will readily build) for i686 under RH 7.3.
