you misunderstand.  when you're in X, you can start any of a 
variety of config tools in one of two ways.

1) follow the red hat menu to the sub menu and utility of your
   choice.

2) alternatively, you can run the configuration tool manually
   from the command line.  you can see the numerous utilities
   with

   # ls /usr/bin/redhat-config-*

   pick the one you want.

p.s.  what exactly are you trying to do?  for example, if you were
  trying to configure user accounts, you would run

  # redhat-config-users

and so on.
