Not understanding your full gist here..?

Sendmail is an MTA, it doesn't deliver mail to users at all, ever.

You mean the IMAP server?  Or the POP Server?

If you are referring to either of those, then the answer is no.
their is nothing in the protocol that allows users to be notified
when a new e-mail shows up in their mailbox.

The users could configure their clients to check every X minutes,
I guess if you had less than a few hundred users you could tell them 
to set their clients to 1 minute checks. Even then it wouldn't
be instant, it would take up to 1 minute.

If they are expecting a particularly urgent message they can 
always click on the "SEND/RECEIVE" or "GET" mail buttons on their
mail client's toolbar to check immediately.

E-mail is supposed to be like mail.  If you want instant messages
then use Instant Messaging (or the phone).
