Hello,

This update fixes an install failure on s390x, and removes the
autorelabel on first boot. Please report any failures due to incorrect
labeling.

Changes:

Make irqbalance service optional (it's not available on s390x)

Add "-f" argument to fixfiles, don't autorelabel on first boot

The labeled sshd-via-xinetd is active on port 2222.
