netcfg will NOT run as a normal user...and shouldn't!  If you just want to
activate or deactivate interfaces with non-root accounts, select "allow
other users to (de)activate interface" option in netcfg (as root).  Then,
to actually activate or deactivate the interface, use:

/etc/sysconfig/network-scripts/ifup ifcfg-ppp0
/etc/sysconfig/network-scripts/ifdown ifcfg-ppp0

these commands willl activate and deactivate ppp0 from any user.
