There are two different speeds at issue with a modem.

One is the modem to modem speed. You have no choice on that; the modems
negotiate that. That's what the "CONNECT XXXXX" message is indicating.

The other speed is that between the modem and your computer. You can
control that. Set it for the highest speed your modem and computer will
both handle. In your case, that will be 115,000 bps. You want to use the
fastest speed possible in case your modem negotiates compression with the
other modem, and they get good compression.

However, some modems will not even try to negotiate a modem to modem speed
higher than the modem to computer speed, so if you had one of those modems,
and it were set to 19,600 bps, that's the best you would get for your
connection. I don't think the USR 33,600 modems are like that, but it's
worth it to go as fast as you can anyway because of compression.

19,200 is also a break in which protocols can be used. Possibly either your
modem or your ISP's modem is negotiating a speed and protocol which it
cannot handle. Check your init strings!

I just checked the init string I used with my USR 33,600 external voice
under W95, and I don't have anything fancy. Try initing with just "atz" or
"atf1" (or whichever atfx gives you the built in hardware flow control
profile).
