Use AM_SILENT_RULES and move autotools helper files to build/ dir
Update autogen.sh with latest version; dependent on automake 1.11 and
it's dependencies to get AM_SILENT_RULES.
Update configure.ac to invoke AM_SILENT_RULES defaulting to 'no'.
