You should inform your management that Microsoft strongly supports the idea
of UNIX environments for Windows.
Microsoft released its own UNIX environment, SFU 3.5.

My own assessment is that Cygwin is better than SFU 3.0;
I have not looked at SFU 3.5.

Installing the Python RDF bindings on Windows requires some .dll files
that are binaries resulting from Redland compilation. The latest Windows
binaries I've found on SourceSafe are 2 years out of date (1.0.3).
Hence, the most recent Python/Redland I can run on Windows is also 2
years out of date, and to use something more recent, I'd need more
recent binaries.
Yes, Cygwin is a native Windows program, but it functions as an
alternative OS, and that's not a good solution for me because the rest
of the corporate environment strongly favors Windows solutions (as
opposed to Cygwin on Windows).
