The only maintenance on that style skimmer is to keep the venturi clean :
take the airline hose that's connected to the venturi and submerge the other
end in a glass of warm fresh water, the venturi should pull the water into
the skimmer, this will dissolve any salt creep that's in the valve. This
should be done about once a month. If it's too late, and water won't get
pulled in, you(might) have to flush these parts with a weak acid soulution
(outside the tank, of course) put a couple teaspoons of vinegar in some warm
water, and clean.
In most cases a clogged airway is the problem. Otherwise check the output of
the pump (with skimmer removed).
