Sounds like you either need some maintanence or a new impeller. Start with
the cleaning and see if that makes a difference. It almost sounds like
something is jammed in the line somewhere, or the impeller is going bad. You
will see when you take it apart that the mags use a magnet that spins, but
the impeller blades themsleves are plastic. The problem I have had with my
mag 24 is that the blades break, and as each one breaks, the flow slows
down. I have gone through 2 of them in 5 months because of this, and now the
mag 24 is in the aquarium parts basket until I can get another impeller.

You will have to remove the screws on the outside to access the impeller
through the housing. Take it out, clean it up, then clean the inside of the
mag where the magnet goes with a small brush (toothbrush works well). Put it
back together and you are on.
