Ya know, when the news that the City of Austin was looking to outsource the
design/development of the website I remember reading a few hours later about
layoffs in Austin. I was thinking to myself, "why don't all the newly
jobless souls get together and pitch the idea to the city".

It was sort of a knee jerk idea, but it made sense initially. Then I started
to mull over the idea and quickly talked myself out of posting to this list
after thinking about all the "bureaucracy vs open culture" misunderstandings
(both directions). I had an email about this long ready to send and I ended
up not sending it.

I do like the idea of crowdsourcing the design/development, along with the
partnering of DIYcity.org. I don't know how active Austin is with that
project, but there's some really amazing things going on there. With the
openaustin.org movement you may be able to do something no other city has
been able to do at such an early stage. SF and NYC have both joined in on
it, but they aren't building from the ground up like this project might be
looking at doing.
