The music or top bar would follow the user when surfing the web. It's a record label and they want to remain present when the user goes to an artist page in hopes that the audience will return to the record label website.
If i could find a middle ground with the "bar" just staying within the site, i think that would be great too. I had actually explained to the client why not to do this (remaining on external sites). I'm at a point where i'm ready to allow the client to be happy, since they are not clearly seeing the long term solution/ benefits.
