While there are still some web hosts who haven't upgraded to PHP5, the number is much lower now. Even organizations that are typically slow to upgrade have made the switch. PHP5 has been out for 5+ years now. The last PHP4 release was in 2008, and there are no more planned: http://php.net/ChangeLog-4.php
The Zend Framework and certifications require PHP5. Furthermore, you can already download development versions of PHP6 and there are plenty of books you can already buy on it.
