There is a framework of sorts called PhoneGap that abstracts alot of
the difficulty from getting started. I would highly suggest it.

http://phonegap.com/ OR http://nitobi.com/products/phonegap/

There was a time when PhoneGap apps had trouble getting through the
submission process, however, I spoke with one of the developers (Brian
Leroux of Nitobi) on the reasons why and future of PhoneGap apps and
he assured me that as long as you used version 0.8 or higher you would
have no problems (at least on the phonegap side of things) getting the
app through the submission process.

(For those of you who care, they previously rejected tons of PhoneGap
apps because too many people forgot to rename their PhoneGap projects
to something other than the default "PhoneGap" title. This caused a
flag to be raised in the app submission process that slowed all apps
that were using it until the release of 0.8)

As an added bonus, any app developed with PhoneGap has the potential
to run on several different mobile devices, with more implementations
always on their way.
