Preferred Qualifications
Experience in cable TV and/or utility franchise management, legislative and
regulatory proceedings and utility rate cases.

Experience working with communications policy issues and community
technology programs.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities
Act, may include the following. Other related duties may be assigned.
1.      Assists with the activities related to telecommunications and
regulatory affairs for TARA and the City of Austin.
2.      Provides technical advice and assistance to TARA Manager and drafts
technical reports.
3.      Provides information to the TARA Manager for resolution of all
issues related to cable and related to franchise negotiations,
telecommunications, gas and (non-city) electric utilities.
4.      Assists with the negotiation and enforcement of franchise
agreements; and recommends franchising policy.
5.      Monitors infrastructure usage activities by wireless communications
license holders.
6.      Assists with the monitoring of the compensation for use of public
rights-of-way.
7.      Coordinates activities of TARA Office with other
divisions/departments.
8.      Provides management and oversight to TARA's annual operating and
capital improvement program budget for submission to the City Management.
9.      Assists management with providing management and direction to the
development of short and long term planning goals and objectives for the
TARA division.

o       Supervisory and/or Leadership Functions.
o       Perform all duties inherent in supervision, which include but is not
limited to the following: hire, evaluate, reward and recognition,
performance evaluations, disciplinary actions, training and termination

Knowledge, Skills and Abilities
Must possess required knowledge, skills, abilities and experience and be
able to explain and demonstrate, with or without reasonable accommodations,
that the essential functions of the job can be performed.
o       Knowledge of regulatory processes at state, federal and local level
related to telecommunications and other franchises.
o       Knowledge of broadband, cable TV, telecommunications, and wireless
communications systems and video production equipment.
o       Knowledge of contract language, terms, and condition.
o       Skill in negotiation of contracts and agreements.
o       Skill in generally accepted management practices.
o       Ability to communicate verbally and in writing.
o       Ability to work independently.
o       Ability to interpret legal documents.
