Three quarters of a million dollars is a lot of money to collect in such an ad hoc manner. I think you're probably talking about starting a non-profit with that kind of budget as these are "donations" and there are reams of laws and tax codes governing these. Also, I'm not sure the CoA is looking to crowdsource the funds for Trail of Lights so you would probably need to get their buy-in unless you're aiming to "force" them to reconsider canceling it ala the Cactus Cafe uprising.
