You might check out Slideshow Pro - http://slideshowpro.net/

They offer a Flash front-end by default, and also a fully documented
API for direct calls to the database; which should cover all of your
use-cases.

The Slideshow Pro Director backend tool allows you to organize,
categorize, and tag each image as needed. So the bulk of your
implementation would be connecting to the API to create a custom front-
end.

I've done a few projects which tie into the API and it's pretty
powerful. There are some load time latency issues due to the fact that
all thumbnails are generated dynamically, but the caching feature gets
around that, and you could also employ your own caching functions as
well for the final output pages.
