Tumblr themes are easy, but since they aren't nearly as powerful as something like WordPress, it takes some creative thinking to achieve what you want, but I've always been able to do what I needed.
As with any site that uses themes, if you've never done it before, go find a free theme that looks similar and/or has similar features to the one you want to create and use it as a starting point. Then just start modifying it to your needs using the documentation provided by Tumblr: http://www.tumblr.com/docs/en/custom_themes One tip, the theme preview doesn't let you use your own content, so you don't always get to preview everything you might want. If you're working on a theme for a active site, create a new Tumblr account you can use to test your theme with whatever content you like before you make it live on the active site.
