This may be hijacking this thread somewhat --

I'd like to see a campaign to get restaurants (whether they currently
have websites or not) to make their sites with mobile-friendly web
standards, rather than Flash intros and PDF reproductions of their
printed menus.

What do y'all think would be required for that?
