There is a new geo-location API that is part of the HTML5 technology set that browsers use to determine your position and can then be used to deliver specific content if that is what you're referring to?

It's easily interfaced with JavaScript and largely based on latitude and longitudinal values, so if you defined a "radius" that encompasses the coordinates that their device returns, then you can trigger a flag and deliver content that is targeted to them. The only drawback is that the browser usually pushes a notification to the user whether to share their location or not. So if they don't allow it, then they don't get the offer. Alternatively, you could even make this an analytics exercise by firing a tracking script if they share their location with the browser. Could determine if certain regions are more prone to this type of marketing.
