Open technical standards are de facto norms. That something is a technical 
specification does not mean it is not a norm and vice versa.

I think the discussion is very concrete, with a concrete text proposal. 

I agree that discussing the distinction between policies and technical 
specifications is a waste of time because these are overlapping concepts.
