This is indeed interesting. I just looked at the IETF DataTracker, which shows the history of the draft that became RFC 3915. The last version of the draft prior to RFC publication (draft-hollenbeck-epp-rgp-04) is missing the maxOccurs="unbounded" attribute. That could explain where the schema in the registry came from. The attribute appears in earlier versions of the draft, and unfortunately there's no log in the draft to explain why it was dropped between versions -03 and -04, or how it reappeared in the RFC. I don’t remember, but maybe something came up during RFC Editor processing of the draft.
