Thanks to Russ Housley for their secdir review.

Section 8: I might recommend adding a reference to RFC7481 which has a pretty
extensive Privacy Consideration section.

Section 9:  RFC 7481 references RFC5246 and a uta draft that eventually becomes
RFC7525, it clearly predates TLS 1.3 and BCP195.  Consider adding a note to add
a suggestion to use RFC8446 and/or BCP195, perhaps this: 'Implementations
SHOULD also refer to [RFC8446] and [BCP195] for additional details.
