[SAH] David, to address Andy's point you should be prepared to add another note to the "Notes" field if the requestors either decline to register or change the URN described in their specification. The note could say "The XML namespace URN used in the specification (urn:ar:params:xml:ns:variant-1.1) is semantically invalid because the "ar" NID isn't registered in the IANA Registry of URN Namespaces".
