How is it unclear? The text offered below says that I-Ds are exempt from

How? It is a request to the IANA. How is that burdensome?

If that is the goal, it could be accomplished on the wg's wikipedia page. No 
need to burden IANA.

However, RFC 8126 says interoperability is the goal:

    To ensure that the values
    in these fields do not have conflicting uses and to promote
    interoperability, their allocations are often coordinated by a
    central record keeper.

Furthermore, required Specification Required:

    In addition to the
    normal review of such a request, the designated expert will review
    the public specification and evaluate whether it is sufficiently
    stable and permanent, and sufficiently clear and technically sound to
    allow interoperable implementations.

Allowing colliding namespace identifiers is not technically sound. Or do you 
believe otherwise?

If you are asking about the XML registry, I believe they are allowed.
