The current wording is mirroring text from RFC8447: "In cases where a registration decision could be perceived as creating a conflict of interest for a particular Expert, that Expert SHOULD defer to the judgment of the other Experts." This I-D: In cases where a registration decision could be perceived as creating a conflict of interest for a particular Designated Expert, that Expert SHOULD defer to the judgment of the other Experts. I think SHOULD is OK as this is about a "perception", which is sometimes subjective and it is up to the DE to make a call on it.
