There are already milestones covering some of the items you mentioned (transport mapping, for example). I'm not adding more milestones at this stage on purpose for other items as these are maintenance tasks. Normal process (per rfc2418#section-2.2) will be followed by the Chairs/Reponsible AD for adding more in the future to reflect updated WG priorities.
