Over the past two years I have been involved in translating several FLOSS
software apps into Welsh. To make it easier for one-off or "passing" people
to contribute, I developed a browser-based translation system called
Kartouche, licensed under the GPL. This has been running on the Kyfieithu
site (http://www.kyfieithu.co.uk) since March 2003 (the live instance can be
seen through the Dechrau Cyfieithu!/Start Translating! link), and has dealt
with about 60,000 translation strings to date. Kartouche, which consists of a
PHP interface to a MySQL database, is currently available for download from
http://www.dotmon.com/kartouche. Since its initial release, Kartouche has
also been used by other groups (eg the one working on the Koha translations),
and several people have submitted improvements. However, due to working on
other things such as the translations themselves, and a grammar-checker, I
have not been able to process these suggestions as quickly as I should. I
would therefore like to move on to a stage where I can open up the development
process a bit by allowing others to make direct changes to the code, meaning
that the project can develop more easily.

I am not aware of anything used in Kartouche or Omnivore which is not under
a free software license.
