The license is called the Open Gaming License (OGL for short). It does
include other licenses by refernce however, so claiming that it's just the
OGL is false. The three links at the end of the description should provide
all the legal documents related to the SRD. The documents are not available
in any other form (PDF or HTML -- only RTF).

The gist of the legal terms are that you can do whatever you want with the
SRD except create a game (they define games as anything that allows you to
create and/or advance a character, plus a few extras).

Software tools are OK, and they even encourage people to make it open source
(though they say nothing about freedom).

There are some rules that restrict how you may alter the rules of the SRD,
but since that's not what I'm doing, it shouldn't be relevant.
