The project is a framework intended for easy creation of automated systems of
municipal government. Using this framework it will be possible to create a
registry of land and property. Also, using this framework it will be possible
to automate the rental of various equipment. This framework is based on the
web framework django. We will add in the django number of new abstractions
that will create an automation system in terms of subject area. 

Basic Principles: 
1. Using the web interface (this is very much facilitates the support). 
2. Can be used in the various DBMS. 
3. Creating a system in terms of subject area (much easier to design)

1. python.
