For now, yes. If we need to change it for some reason we can do so later.
I thought we decided to go with /_ .. that is, instead of /r1;tags, we'd
use /r1/_tags. Thus we say you can't have anything that starts with "_" in
the registry as those are reserved.
I prefer "$" to "_", but I much prefer "/_" to ";".
