User who has only read and authorize privileges,is not able to update user

How to recreate:
1. login as admin
2. add a new user (user1)
3. add a new role (role1)
4. go to root level user permission pane.
5. Set only "Authorize allow" permission to role1
6. sign-out and sign-in as new user (user1)
7. go to root level permission pane.
8. update role level permission and press "Apply all Permissions" button.
role1 entry will get disappeared from "Role Permission" table and "User is
unauthorized to perform the action" message will get appeared.
