can not get updated root level comments though atom feed subcription.

How to recreate:
1. login as admin.
2. go to resource root level.
3. subscribe to root level comment feeds.
4. add a new comment to root level.
5. refresh browser comment subscription feed link.
Updated comments will not be displayed though feed subscription.
