How to recreate:
1. login as admin.
2. go to root level.
3. create a collection c1.
4. add a resource r1 to c1.
5. come back to root level.
6. add a new collection (c1) with media type "synapse-repo"
7. check c1
pls refer to attached image. r1 is with synapse-repo directories.
