Few issues in tagging

1. There's no add\cancel buttons for tagging. But you have them for commenting.
Why not make both functionalities consistent?
2. It doesn't add the tag when you have comma seperated tags while first one is
already existing. Step are given below.
-login as admin and navigate to a resource home page
-add a tag "test"
-add a another two tags "test, test1"
It doesn't add the "test1" tag
