Permissions UI issues

The permissions UI on the resource page is confusing.
You can't both allow and deny the same action for the same user/role, so the
allow/deny checkboxes shouldn't be checkable at the same time. We should at
least fix this.
The UI could be improved as well - I think it would be easier and clearer to do
it more like the Windows permissions dialog (I'll include a screenshot). There
could be a list box of users/roles for which permissions are defined (you
differentiate users and roles with an icon, or with color), then when you
select one of those, you see allow/deny checkboxes for each of the active
permissions. To add permissions, you just add the user or role to the list of
principals, then select permissions and click "apply".
This would make the UI a lot more compact, and I think clearer.
