JS error appears and the existing description set to empty in IE when editing

Please see the attached screen shot. Following JS error appears when trying to
edit a resource description on IE 6.

The original resource description is blank with this JS error, hence prevents
it to show in the edit text area.
Steps to reproduce:
================
1. Log in to registry as admin in IE (I checked with IE6, this maybe true for
IE7 too)
2. Select a resource (root)
3. Click on edit description icon
