How to recreate:
1. login as a admin.
2. now create a collection /c100/c1/c2
3. add multiple tags in to /c100/c1/c2
4. then rename the collection /c100 as /c200
5. check the collection /c200/c1/c2 for tags.
Only one tag is copied correctly other tags are missing.
