The steps to recreate are as follows.
Set timeout to hibernate.
Wait
Let computer go into hibernate....the computer appears turned off, as it should.
Turn computer back on.
Computer starts, bios turns on monitor.
When Ubuntu takes over, monitor turns off and does not turn back on.
Turn computer back off and on again.
Computer boots as normal.
Something that may be related that also happens:
I have a usb port that turns 1 into 6 ports. I almost every time, have to
unhook it in order to turn the computer on, or else the boot process halts with
errors.

When recovering from hibernation, monitor turns off. I have to then turn back
off and on one more time and it reboots as normal, with monitor on.
