This issue was fixed a long time ago, the policy provided by network-
manager-vpnc follows the above requirements, so I'm marking this as Fix
Released.
Steven, if you're still seeing issues with NeedSecrets dbus errors,
please report them in a separate bug, and/or reply with the bug number
if you've already done so :)
