I came across this bug accidentally, but it got immediately my attention because I uploaded a corresponding GUI application to my private package archive (PPA).
If I got things right it does exactly what is wanted here, namely managing L2TP over IPsec VPN connections. In case you want to give it a try, you'll find the packages at https://launchpad.net/~werner-jaeger/+archive/ppa-werner-vpn/+packages You'll need to install all three packages!
