Ryan Lovett,
gnome-cups-manager has been removed since Ubuntu 8.10 and has been replaced by 
system-config-printer, therefore closing this task as invalid.
I'm getting a username/password prompt on Ubuntu 10.04.1 LTS or higher after 
setting Operation Policy to "Authenticated" in system-config-printer (System -> 
Administration -> Printing).
Feel free to reopen if you still have this problem in Ubuntu 10.04.1 LTS or 
higher and don't hesitate to submit bug reports in the future. To reopen the 
bug report you can click on the current status, under the Status column, and 
change the Status back to "New". Thanks again!
