Hey Rex. I've added your ppa and installed the package. I'm running Evolution 2.30.3 under Maverick.
In the Plugin Manager dialog, your plugin is listed as "org.gnome.plugin.attachments.remove". I'm assuming that that is not suppose to be displayed as the plugin's friendly name. The plugin worked with one email, but not with another. The output on the console was the following: (evolution:13238): camel-WARNING **: camel_exception_get_id called with NULL parameter.
