I experience this problem in Maverick.
$ apt-cache policy emacs
emacs:
Installed: 23.1+1-4ubuntu7

500 http://us.archive.ubuntu.com/ubuntu/ maverick/main amd64 Packages

I've tried GDK_NATIVE_WINDOWS but it did not help. (Yes, I checked with
M-x getenv that the variable was set.)
Hitting F10 or using M-x accelerate-menu does the trick.
