Tried to install PostgreSQL 8.4 on Ubuntu 10.04 and 10.10. Same error occurred 
so I don't think it's an Ubunu issue.
The system had PostgreSQL 8.3 which was complety removed: scanned for 
everything left after Synaptic complete removal such as rc/init.d entries, 
data, var/log ,var/run ,var/lock or whatever. I'm sure my machine was "clean". 
At installation the configuration files are not in /etc/postgresql/8.4/main In 
fact that directory is not there at all: no subdir postgresql in /etc 
Just a mess !
