I can confirm this on Ubuntu from Chris' ppa. I did not have any speed limits, they were greyed out. After setting numbers roughly corresponding to my connection's speed as Corinne suggested upload started almost instantly.
FWIW, only on one torrent one guy was trying to grab it from me. It was shown in the peer list but there was no transfer at all.
