There is separate quota patch for reiserfs. Its latest version is against 2.4.7
(ftp.namesys.com/pub/reiserfs-for-2.4/quota-for-3.6/linux-2.4.7-reiserfs-quota.diff.gz).
User land quota tools are available at http://www.sf.net/projects/linuxquota/
Also, probably very soon, there will be available new quota patch for reiserfs made
by Jan Kara and Chris Mason.
