This is still under development, and incomplete.  When/if it is done,
it will be first hardcoded into the kernel patch, and probably enabled
in a kernel config option or similar.  Currently a great majority of
features have been tossed or disabled in a vie for kernel inclusion,
such as file-as-dir, repacker, and various plugins. If you can fix all
the things that are "wrong" with Reiser4 so that it will go into the
kernel yesterday, then maybe we'll see it fully released by the end of
the year.  ;)

At least, that's my understanding of it.
